Próspera is a private city located in Roatán*, a Caribbean island about 65 kilometers off the northern coast of Honduras. It was established under Honduran ZEDE laws, which aim to replicate the successful governance experiments of Hong Kong, Shenzhen, Singapore, and Dubai by granting legal and regulatory autonomy to the administrator of the zone. Prospera is the governance platform on which cities are built - not the city itself.

The underlying thesis is based on the proven special economic zone (SEZ) model. Prospera has carved out a legal clean slate with a degree of autonomy that allows the city or zone developer to be more agile in building better institutions, initially starting on a smaller scale.

In many legacy systems, poor governance and its cumulative effects trap human potential, leading to economic stagnation and lower optimism for the future.Special economic zones, when crafted thoughtfully, can unleash human potential and compound economic benefits. This model has been deployed successfully in Singapore, Dubai, Hong Kong, and Shenzhen.
